* SRT:  parse srt url to supports multiple QueryStrings.(#2893)

* SRT:  url supports multiple QueryStrings by  comma-separated key-value pairs with no nesting  (#2893)

* SRT:  url supports multiple QueryStrings by comma-separated key-value pairs with no nesting  (#2893)

* SRT: Add comments for url.

* Add utest for SRT URL parsing.

* Update README.
