caicandong	13359581df	refactor improve NoBetterThan (#26126 ) - The `NoBetterThan` function can only handle comparisons between "pending," "success," "error," and "failure." For any other comparison, we directly return false. refactor improve NoBetterThan (#26126 )

- The `NoBetterThan` function can only handle comparisons between
