Many changes are just adding "ctx" and "doer" argument to functions.

The R package repository currently does not have support for older
versions of packages which should be stored in a separate /Archive
router. This PR remedies that by adding a new path router.
I am a member of a group that loves using Gitea and this bug has been
annoying us for a long time. Hope it can be merged in time for Gitea
1.23.0.

I did some tests and found that the `missing signature key` error is
caused by an incorrect `Content-Type` header. Gitea correctly sets the
`Content-Type` header when serving files.

However, when `SERVE_DIRECT` is enabled, the `Content-Type` header may
be set to an incorrect value by the storage service. To fix this issue,
we can use query parameters to override response header values.

Most S3-like services support specifying the content type when storing
objects. However, Gitea always use `application/octet-stream`.
Therefore, I believe we also need to improve the `Save` method to
support storing objects with the correct content type.

If the rpm package does not contain a matching gpg signature, the
installation will fail. See (#27031) , now auto-signing rpm uploads.
This option is turned off by default for compatibility.
This PR only does "renaming":
* `Route` should be `Router` (and chi router is also called "router")
* `Params` should be `PathParam` (to distingush it from URL query param, and to match `FormString`)
* Use lower case for private functions to avoid exposing or abusing

And this PR introduces an undocumented & debug-purpose-only config
option: `USE_SUB_URL_PATH`. It does nothing for end users, it only helps
the development of sub-path related problems.

Enable [unparam](https://github.com/mvdan/unparam) linter.
Often I could not tell the intention why param is unused, so I put
`//nolint` for those cases like webhook request creation functions never
using `ctx`.

substring of another package Id.

Misspell 0.5.0 supports passing a csv file to extend the list of
misspellings, so I added some common ones from the codebase. There is at
least one typo in a API response so we need to decided whether to revert
that and then likely remove the dict entry.
Noteable additions:
- `redefines-builtin-id` forbid variable names that shadow go builtins
- `empty-lines` remove unnecessary empty lines that `gofumpt` does not
remove for some reason
- `superfluous-else` eliminate more superfluous `else` branches
Rules are also sorted alphabetically and I cleaned up various parts of
`.golangci.yml`.
Support downloading nuget nuspec manifest[^1]. This is useful for
renovate because it uses this api to find the corresponding repository
- Store nuspec along with nupkg on upload
- allow downloading nuspec
- add doctor command to add missing nuspec files

Since `modules/context` has to depend on `models` and many other
packages, it should be moved from `modules/context` to
`services/context` according to design principles. There is no logic
code change on this PR, only move packages.
- Move `code.gitea.io/gitea/modules/context` to
`code.gitea.io/gitea/services/context`
- Move `code.gitea.io/gitea/modules/contexttest` to
`code.gitea.io/gitea/services/contexttest` because of depending on
context
- Move `code.gitea.io/gitea/modules/upload` to
`code.gitea.io/gitea/services/context/upload` because of depending on
context

Recently Docker started to use the optional `POST /v2/token` endpoint
which should respond with a `404 Not Found` status code instead of the
current `405 Method Not Allowed`.
> Note: Not all token servers implement oauth2. If the request to the
endpoint returns 404 using the HTTP POST method, refer to Token
Documentation for using the HTTP GET method supported by all token

Hello there,
Cargo Index over HTTP is now prefered over git for package updates: we
should not force users who do not need the GIT repo to have the repo
created/updated on each publish (it can still be created in the packages
settings).
The current behavior when publishing is to check if the repo exist and
create it on the fly if not, then update it's content.
Cargo HTTP Index does not rely on the repo itself so this will be
useless for everyone not using the git protocol for cargo registry.
This PR only disable the creation on the fly of the repo when publishing
a crate.
This is linked to #26844 (error 500 when trying to publish a crate if
user is missing write access to the repo) because it's now optional.
